    Streets in the Sky

    Park Hill is a Brutalist, concrete icon, and the largest listed building in Europe.

    Standing proudly at the top of the hill overlooking Sheffield city centre, Park Hill was completed in 1961 as a bold vision for modern urban living. Its distinctive ‘streets in the sky’ – wide walkways outside each home, designed to be big enough for a milk float to pass – became vibrant social spaces where neighbours met and community life flourished.

    Fast forward to 2025, and there are now 455 new homes, accommodation for 356 students and more than 50,000 sq ft of workspace across three completed phases, with planning secured for Phases 4 and 5.

    Our commitment to the redevelopment of Park Hill spans over two decades and has seen us work with joint venture partners Places for People alongside pioneering architects like Studio Egret West, Hawkins/Brown, Whittam Cox and Mikhail Riches to restore the Brutalist beauty to its former glory. Previous phases at Park Hill have received numerous industry accolades, including being the only building to have ever been shortlisted twice for the RIBA Stirling Prize.

    The community at Park Hill is like no other – a vibrant hub of energy, creativity and support. Independent businesses including South Street Kitchen, Field Studios and Nest bring life to the ground floors, while above, residents enjoy the iconic dual-aspect duplex apartments. Together, they create a genuine sense of place where people live, work and connect.

    And the story doesn’t stop here – we’re continuing to bring new phases to life to complete our vision for Park Hill as a lively, connected community and a true landmark for Sheffield.

    Next up is Phase 4, which will deliver 125 new apartments, 20% of which will be affordable, along with new public spaces, EV charging, a car club and bike storage – all created in collaboration once again with the architects behind sold-out Phase 2.

    Location

    Beautiful Brutalism

    This amazing concrete landmark, the most ambitious inner-city development of its time, was opened in 1961, to replace slum terraces. It was a hugely popular place to live, with its 'streets in the sky' and innovative external decks for access.

    The original architects Jack Lynn and Ivor Smith's brutalist design created three different types of apartment above, below and adjacent to the deck to suit the full range of home owners from single pensioners to families of six or more.

    Over time, Park Hill became a victim of circumstance.Conceived in the 50's and delivered in the 60's, Park Hill emerged into a very different world. By the 1980's Park Hill had become dilapidated and was no longer a popular place to live. Park Hill caretaker, Grenville Squires, referred affectionately to Park Hill as his grand old lady who has 'come on hard times. She just wants to wash her face and put on a new frock, and she'll be out there!'.

    The Grade II* listing of the building in 1998 was an acknowledgement of the architectural significance of Park Hill and was strongly resisted by many at the time who wanted it to be knocked down.

    Studio Egret West

    Studio Egret West was established in November 2004 to offer strategy with architectural specificity, and specificity within an overall strategy. It believes that the way forward is the osmosis between planning and architecture. Studio Egret West is just this.

    Hawkins\Brown

    Hawkins\Brown asks questions, listens carefully and then thinks hard before putting pen to paper. Our broad experience of building has given us the skills, knowledge and drive to design and manage complex schemes like Park Hill in Sheffield, Corby Civic Hub and the design and construction of the New Biochemistry building for Oxford University.
