Green light for 306 new homes - Urban Splash and Glenbrook secure planning permision

        06 March 2026

Joint venture partners Urban Splash and Glenbrook, working with the Milton Keynes Development Partnership (MKDP) have secured planning permission for the first phase of development at Campbell Park in Milton Keynes.

he approval paves the way for hundreds of new homes following the JV’s decision to revise its initial planning application in 2024. While the original application was refused despite officer recommendation, the partners chose to respect the decision and take a collaborative approach, engaging extensively with local residents and stakeholders to refine the proposals.

The resulting scheme, designed by award-winning architects Howells, remains landscape-led, visually striking, but lower in height although still delivering 306 much needed homes adjacent to the 100 acre Campbell Park and the Grand Union Canal. By maintaining a mid-rise, 6-storey profile, the project stays outside the scope of the BSA’s Gateway 2 process. This will allow a clear, accelerated timeline to construction, meeting the urgent demand from investors for high-quality, high-speed delivery in a prime Milton Keynes location

Nathan Cornish, Director at Urban Splash, said: "It’s been 25 years since the completion of our first new build project at the Howells designed Timber Wharf, so we are really excited to be get planning so we can deliver what we hope will be another award winning scheme’

Plans for Campbell Park in Milton Keynes

The revised density sits comfortably within the thresholds set out in the Milton Keynes City Plan 2050. Sunny Johal of Glenbrook added: "Our ambition is clear: to deliver Milton Keynes’ most exciting new neighbourhood in partnership with MKDP, the City Council, and local stakeholders. By working collaboratively, we can create a vibrant, human-scale quarter that enriches Campbell Park and supports the wider city.”

Adam Sciberras, Placemaking Director, MKDP said: “Securing planning permission marks an important juncture in this exciting project at the heart of our city. These proposals reflect exactly what Milton Keynes needs, high‑quality homes, thoughtful design, and a commitment to placemaking that complements both Campbell Park and the wider city.”

The revised application aligns closely with the government’s recent designation of Milton Keynes as a ‘Renewed Town’. This phase of development will directly contribute to the city’s strategic vision by revitalising the centre, enhancing travel networks, and delivering the high-quality homes required to meet future growth.
